'Manipur is marching ahead'

Manipur is marching ahead in all aspects of life, said Dr T Muhindro Singh, Director Planning during a press conference held here today at the DIPR complex organized by DIPR.
The approved plan outlay for 2016-17 is Rs 4349.55 crore.
The overall performance is encouraging and the State's economy is performing well, he added.
The per capital net State domestic product as on July 31, 2015 has increased from Rs 18547 in 2004-05 while the national average was Rs 24143 and Rs 41537 in 2013-14 while the national average was 74380. The State is making efforts to catch the all India average by 2030 .
The resource base of the State is poor and tax base is inelastic.
The scope for expansion is extremely limited.
The State is making efforts to come out of this vicious circle and toward having a self sustainable economy of the State.
Inspite of all limitations, the State is making efforts to create favourable economy of scale.
Many development processes are underway to yield multiplier effect in the economy and generate large scale employment opportunities thereby serving twin objectives of economic planning viz creation of employment and creation of multiplier effect in the economy of the State creating scope for expansion of forward and backward linkages in the economy.
The issues directly affecting development in the State are limited prospects for growth, high rate of unemployment, the problems of law and order, land-locked position, limited resource base and non-availability of adequate resource for development activities.
The State, as characterised by underdeveloped economy, had under utilised manpower on the one hand and of unexploited natural resources on the other.
The State had undeveloped poor infrastructure.
The State Government, since then, has been actively involved in the process of economic development by defining the plan-objectives to fulfil the social objectives, economic objectives, etc.
Main source for development fund in the State are Planning Commission, Finance Commission Awards, NEC, NLCPR, Central Ministries for Centrally sponsored schemes, and EAP for externally aided projects.
With the implementation of the recommendations of 14th Finance Commission, provision for the State's plan fund has also been inbuilt in the Finance Commission's Award.
Annual growth rate of GDP in percent during the period 2009-10 onwards is more than 10 pc showing good progress of the economy.
The performance of the State in term of the physical parameters is in consistent with that of the performance indicated by monetary measures.
Vital social and economic indicators indicating the level of performance has shown positive results.
In health sector, IMR has scaled down from 16 per 1000 live birth in 2003 to 10 per 1000 live birth in 2013 showing a significant achievement in Health sector.
The total number of the foreign tourists visiting the State has increased from 409 in 2000-01 to 2900 in the year 2014-15.Number of banks has increased from 79 in 2003 to 173 in year 2015.CD ratio has increased from 28.17 in 2003 to 49.34 in 2015 .
Increase in volume of transaction is many folds.
Per capita availability of power has increased from 184.81 kwh in the year 2001-02 to 222.21 kwh in the year 2014-15 .
The priorities and objectives for the State is to increase road length to 2000 km, provide road connectivity, creation of ring-roads connecting Hill districts.
It is working to complete expansion of Imphal Airport to International status, connect rail line from Jiribam to Moreh, provide power to all households.
Intensification of power sector reforms, explore micro level power generation (hydro & non-hydro base), provide tapped water supply to all inhabitants, increase irrigation potential to 100 thousand ha.
Consolidate forest cover, currently at 70 pc, ensure sustained dense level of forest for non seasonal water resource.
It is working to reduce food grain deficit to 10 pc, expand area coverage to at least 30 pc, increase milk production from present level to 150 thousand MT.
It is also trying to provide assured healthcare to all, including preventive and curative services, complete expansion of medical infrastructure from tertiary to primary levels, increase institutional deliveries and reduce incidence of HIV/AIDS.
It is also trying to reduce drop-out rate in elementary level/schools and reduce BPL families.
It is working to complete the Jiribam-Tupul-Imphal Railway line within 2019 , double � landing of both NH-37 and NH-2 by 2018, 66MW Loktak Downstream Hydro-Electric and the 1500 MW Tipaimukh Projects by NHPC-led JV Companies, Integrated Check Post (ICP) on the India-Myanmar border, Rail Fed Depot by the IOC to enable stocking of adequate quantities of POL products in Manipur, additional godowns for maintaining buffer stock of foodgrains and other essential commodities.
