Rogue MO, staff nurses under MHRC scanner

Acting on complaints/ issues raised by NGOs, human rights defenders and child right activists during a threeday camp and human rights awareness programme conducted by it at DC Ukhrul conference hall from July 18, the Manipur Human Rights Commission (MHRC) has taken up suo-moto case against doctors and nurses transferred to Ukhrul district but are yet to join duties.
The MHRC proceeding/order issued Saturday mentioned that transferred medical officers/ government employees often do not report for duty at the new place of posting.
However, non-joining of duty at the new place of posting by transferred medical officers/government employees is violation of human rights.
Accordingly, suo moto case against them have been initiated under Section 12 of the Protection of Human Rights Act, 1993, the order said adding that additional chief secretary (health and family welfare) and director (health) to give replies within two weeks.
Apart from this, director (health) shall apprise all concerned individuals about proceeding of the commission and furnish report.
Medical staff who are yet to join duty at their new places of posting in the district are MO Dr Moirangthem Rojita (ENT), MO Dr Laishram Debrata, MO Dr Pratap Singh Moirangthem, MO Dr Chingtham Depika Devi, MO Dr Daina Irengbam, MO Dr Ayekpam Richardson, MO Dr Meikinlung Kamei, Mo Dr Yengkhom Upen Singh, staff nurses Okram Kamala Devi, L Ibemcha Chanu, Thongam Dilabati Devi, H Sangita Chanu and Irungbam Hemabati Devi.
The commission also informed Manipur AIDS Control Society project director to submit action taken report within two weeks about non-availability of ART drugs at PHCs of the district despite assurance in this regard given by the chief minister.
The commission scheduled August 6 for discussion of the case again.
