HC directs Rs 1 lakh payment

The High Court of Manipur has directed the State Government, the Commissioner (Power) and Manipur State Power Distribution Company Limited (MSPDCL), to pay Rs 1 lakh as interim compensation to the father of a 6 year old child who had to undergo an amputation of his right arm after sustaining injuries after he came into contact with an electric transformer which lacked proper fencing on January 19 this year.
The order was issued by the Court on July 1 in connection with a PIL which was filed by Khundrakpam Joy Singh (40) of Nachou Mayai Leikai (Bishnupur), father of the victim, Prajesh Khundrakpam (6), with the State of Manipur represented by the Chief Secretary, Commissioner (Power) and MSPDCL represented by its Managing Director as respondents.
The Court heard the submission of Advocate Tungrei Ngakang, counsel of the petitioners and Government Advocate Monomala for the respondents.
During the hearing, the petitioner counsel submitted that the right hand of the child has been amputated and prayed for payment of interim compensation to the parents of the child so as to meet the immediate treatment requirements while on the other hand, the GA prayed for a period of 3 weeks to be granted for filing a counter affidavit.
After hearing the submission of both side, the Court directed the respondents to pay a sum of Rs 1 lakh as interim measures to the father of the victim within 3 weeks.
The Court then listed the matter for the next hearing on July 24.It may be mentioned that Prajesh Khundrakpam came into contact with the unguarded/unfenced electric transformer located near Nachou Gram Panchayat office while playing with his friends, at around 1 pm of January 19.On that fateful day, the family had gone to the said office for making new PMJAY cards.
He was immediately rushed to Bishnupur District Hospital and then referred to RIMS the same day.
Due to complications from his injuries, Prajesh's right arm had to be amputated on February 15 at RIMS.
