He was carrying the drugs inside a bag.
Heroin powder was found packed in 40 soap cases/caps.
The heroin seized from him is brownish in colour and it is of superior grade, Dr Ibocha said.
The WY tablets were packed in mini packets which were again wrapped in a polythene bag.
One mobile phone and Rs 1500 in cash were recovered from his possession.
A case has been registered at NAB police station, the IGP continued.
Under the directive of Chief Minister N Biren, police have been carrying out an intensive drive against intoxicating drugs apart from initiating necessary measures for rehabilitation of drug abusers.
Both the Golden Triangle and the Golden Crescent are known all over the world for manufacturing intoxicating drugs, and the former is quite close to Manipur, Dr Ibocha said.
In tandem with the improved cooperation between police and public, the incidence of people sharing information with police is also rising, the IGP said.
Clarifying one common query from the public, Dr Ibocha said that there is no question of police concealing or misusing seized items.
All seized items are kept safe and it takes some time to complete the necessary legal procedure for disposing them.
Seized drugs and other unlawful substances were disposed en-masse by setting them ablaze in 2016, the IGP said.
Saying that the menace of drug abuse cannot be fought "by police alone, SP Basu sought cooperation from the public.
