HC notice of motion

The High Court of Manipur today issued a notice of motion returnable on July 1 in response to a Habeas Corpus petition file by one Thuinilung Kamei of Longmai Part-I, Nungba subdivision, Tamenglong district stating inter-alia that his younger brother Rajanglung Kamei has been illegally detained and tortured by personnel of 10 Assam Rifles at their camp since June 22 .
The counsel of the petitioner, Advocate Meihoubam Rakesh has contended before the Court that on June 22, that the younger brother was arrested and detained by personnel of 10 AR in their camp after summoning him to their camp.
Thereafter, on June 25, he along with his father and wife of Rajanglung visited his younger brother in the AR camp, M Rakesh said in a statement.
During the meeting the signatures of Thuinilung and his father were obtained by the AR personnel on various blank papers under duress.
The same day, Kim Kamei, the wife of Rajanglung, lodged a report with the OC of Noney PS about the incident.
Further, Thuinilung came to know that his brother was severely tortured by using third degree method and applying electric shock and he was forced to put his signature on blank documents, the counsel said.
Hearing the submission, the division bench of the High Court of Manipur, comprising Chief Justice Abhay Manohar Sapre and Justice N Kotiswar Singh, has issued a notice of motion and directed the respondents to submit report indicating steps taken by them in connection with the allegations made by the petitioner in the Writ Petition.
The respondents included Union of India through the Defence Secretary, Ministry of Defence; Home Secretary, MHA; IG AR (S); CO 10 AR; State of Manipur through Principal Secy (Home) and DGP, Manipur, the statement added.
