Webinar on PFMS Mela : Importance of Public Financial Management System deliberated

The Office of Controller General of Accounts (CGA) under Ministry of Finance, Government of India organised a Public Financial Management System (PFMS) Mela in Imphal today with Dharitri Panda, Additional CGA, Dr Rajesh kumar, Chief secretary, Manipur, M Harekrishna, Commissioner Education and M Joy Singh, Commissioner MAHUD as chief speakers.
Jaspal Kaur Pradyot, Joint Controller General of Accounts, Administrative Secretaries of State Govt, Heads of Departments, Yogesh Meena, Deputy Controller General of Accounts also graced the webinar.
Dharitri Panda, Additional CGA, enlightened the Dignitaries and the participants about the PFMS and its achievements.
She also talked about Single Nodal Account (SNA) and its different modules being adopted by State departments.
She assured Dr Rajesh Kumar Chief Secretary for giving whole hearted support from the entire team of PFMS.
Dr Rajesh Kumar appreciated PFMS and its vision to strengthen the economy of the state through Direct Benefit Transfer (DBT) and Receipt Expenditure Advance Tracking (REAT) module of PFMS.
He recollected that the "Pradhan Mantri Matru Vandana Yojana" was the first scheme in the country to roll out in PFMS Module from Manipur state.
He added that SNA mode is a welcoming step.
Further He assured to do whatever is to be required to Implement SNA in all CSS schemes in all state departments of Manipur within stipulated time ie, 30th November 2021.Addressing the gathering, M Harekrishna said that Tracking Receipt and expenditure enhances complete transparency and reduces unused funds.
PFMS gives facility to submit Utilize Certificates online.
He said that his department is very clear to implement SNA and assured full cooperation in letter in spirit.
M Joy Singh talked about several benefits of using PFMS like transparency, Fund utilization in time, better planning etc.
he also assured full co-operation in SNA implementation in his department.
As a part of this PFMS Mela, technical workshops on the SNA model and REAT module were organized.
The SNA model has been introduced with effect from 1st July 2021 with the objective to improve transparency in public expenditure and enable better cash management.
SNA model ensures that the fund flow and their utilization in the Government of India schemes are tracked through which it is ensured that the unspent balances in the schemes are minimized.
It may be noted that PFMS is an ambitious project of Government of India being implemented by the Controller General of Accounts, Ministry of Finance which provides a platform for efficient management of funds through tracking of funds and real time reporting of expenditure and receipts through Treasury and Bank Interface.
