AMSMADCA flays interference by legislators in SSA civil works

The All Manipur School Management and Development Committee Association (AMSMADCA), Manipur alleging that some Ministers and MLAs of the State are unaware of the RTE Act, 2009 as inserted in Article 21-A of the Indian Constitution, has warned Ministers, legislators, DCs, DPOs and DPMs not to make undue interference in the implementation of SSA in the State.
A statement issued by AMSMADCA president Horngam Keishing asserted that violation of the RTE Act could invariably land them behind bars.
According to AMSMADCA, some Ministers and MLAs, in what could be termed as direct infringement and wilful violation of the RTE Act, are recommending their workers as agencies for the construction of additional classrooms under SSA civil works.
In another situation, a case was also registered against the Education Minister for the violation of RTE Act for forming an illegal Adhoc SMDC and ACLMSE in his chamber on October 26, 2013 .
SSA as a separate entity has enumerated, in its framework of implementation, that School Management and Development Committee (SMDC)/Village Education committee (VEC) would carry out the civil works including construction of Primary Schools and additional classrooms through a transparent system of account keeping.
This was taken due cognizance of by the 6th general body meeting (2013-14) chaired by the Chief Minister of the State.
AMSMADCA then questioned the lesgislators with what authority and power they were recommending these civil works in favour of their workers.
The State is being infested with 'ill-informed' and ignorant legislators, it further alleged.
The association further called for withdrawal of all such recommendations made by the legislators in favour of their workers adding that it is prepared to drag the legislators concerned and their workers to Court.
