Enforce 'Emergency Education System' or reopen schools: DESAM tells Govt

Democratic Students' Alliance of Manipur (DESAM) has urged the State Govt to either enforce 'Emergency Education System' in the State if it is going to close educational institutions indefinitely in the event of any tense situation or to reopen all the educational institutions from tomorrow itself.
Strongly denouncing the killing of Sapam Robinhood in police action against protesters demanding ILPS in Manipur, DESAM has also vehemently condemned the prolonged closure of educational institutions.
In a statement, DESAM said that the State Govt should enforce 'Emergency Education System' which can be followed in the long run if it is going to close educational institutions indefinitely in case of any event that arises in this conflict prone State.
If the Govt is not in a position to enforce the same, it should reopen all educational institutions from tomorrow itself and ensure resumption of normal classes, it demanded.
The Manipur Govt should stop violating the right to education of children as enshrined in Article 26 of UN Universal Declaration of Human Rights and RTE Act, 2009 .
DESAM would presume that the existence of the Govt is purposeless if it does not ensure immediate reopening of educational institutions.
Asserting that education is a continuous process, which cannot be suspended at will, DESAM said that the Govt should enact policy and programme to ensure that education is not affected by conflicts in this restive State.
It is very unfortunate that educational institutions have been shut for a prolonged period by the Govt in the guise of upholding law and order, it said.
This is the second time that the State Govt has shut down educational institutions in the State, DESAM pointed out while adding that such is the contribution of the State Govt to world history.
Education was kept aloof in world's great wars.
Education is still unaffected at many places where there are conflicts.
Emergency education is provided to children/students under the aegis of UNESCO in places where there are conflicts, wars or natural disasters.
As such, it would be prudent that the Govt implements Emergency Education System in the State if the right to education is to be violated at the drop of a hat, it said.
