APSCS seeks deferment of DM Varsity Bill introduction in Assembly

Pointing out that the Dhanamanjuri University, Manipur Bill 2014 is full of flaws and has inherent defects in its structures which needs closer examination and rectification before its introduction in the Manipur Legislative Assembly in the forthcoming Session, the Association of Premier State College Seniors, Manipur (APSCS) today urged the Chief Minister and Education Minister to defer the introduction of the Bill in public interest.
The APSCS discussed the Bill during its 10th Foundation Day celebration at DM College Campus, Imphal, according to a statement.
While welcoming the move for the establishment of the State University with the supposed 6-7 premier State colleges as constituent colleges mentioned in the Bill, the APSCS members expressed fear that the present format will cause irreparable damage and the objective of the establishment of the University to disseminate advanced knowledge, wisdom and understanding by teaching and research as set in the 1st Schedule will be defeated.
Some of the provisions of the Bill like the section 10 wherein the office of Chancellor and Pro-Chancellor of the University are held by politicians against the general norms and practice was also not in conformity with the spirit of depoliticization of academic institutions throughout the world.
Another major flaw in the Bill is in regard to the constitution of committees under different sections that will affect in the proper appointment of teachers and officers.
The members also found that teachers who were already taking PG classes since the last 10-15 years in DM College of Sciences are not given due protection of their service interest, the statement said.
At the same time there is no section mentioning clearly which are the constituent colleges, it said.
The Association in the light of today's discussion urged the Chief Minister and Education Minister to defer the time of introduction of the Bill in Public interest.
This will give an opportunity not only to the Association but also to all the academicians, intellectuals and student bodies for the threadbare examination of the proposed Bill before its introduction, it added.
