Nursing student rape case : Body submits memo to Dy CM

Lumlangdong Apunba Nupi Lup today submitted a memorandum to Deputy Chief Minister Gaikhangam demanding the arrest of an accused in the reported rape case of a nursing student and to hand over the case to the CID (Crime Branch) of Manipur Police Department in order to ensure speedy and proper investigation of the case.
The memorandum submitted to the Deputy CM mentioned that on October 26 the victim girl, a nursing student, was allegedly abducted and raped by the accused Phurailatpam Nanao Sharma.
She was also kept captive for three days.
The victim girl was rescued from captivity on October 29 at around 2 pm from Rengpan village, Salungpham Mamang Leikai by two tribal women.
The victim girl is undergoing constant medical treatment since then.
The memorandum also mentioned that the mother of the rapist is the younger sister of the circle MLA.
As such, there is tremendous influence by them during the investigation of the case conducted by Bishnupur women PS and.
The police utterly failed to arrest the accused rapist without providing any convincing reasons.
The memo further mentioned that the officer handling the case has not visited the crime scene till today and at the same time the key eye witnesses of the incident have not been yet examined by the Investigation Officer.
It added that the victim girl has been traumatised by the incident requiring constant monitoring and proper psychological counselling after the horrifying incident she had to undergo.
However, no counselling has been provided to the victim so far against the established norms and directions issued by the Supreme Court of India.
The body demanded transferring of the investigation task to CID (Crime Branch) of Manipur Police Department in order to facilitate impartial and proper investigation within a short period of time; punishment to the accused without further delay; to record the statement of all eye witnesses in the presence of the victim's lawyer and to ensure that the victim be kept informed about the progress of investigation.
