Imphal, July 01 2013:
Rongmei Naga Baptist Association (RNBA) Development and Relief Department has organised a one day seminar on Land Right system in Manipur at Hotel Classic here today.
Lunminthang Haokip, Director Tribal Development Department, Manipur attended the seminar as the chief guest, and the resource persons were Raisom Daniel, Advocate Manipur High Court; Pranab Ranjan Choudhury from Orissa, and Dr RK Ranjan, Ex-Registrar Manipur University.
At the occasion, Raisom Daniel spoke on 'Traditional Land Rights and future of non-landed tribes of Manipur' .
"We are the absolute owner and the undisputed possessor of the respective land/forest land since time immemorial without any break or interference from any quarter whatsoever, such right is mandatory", he said.
Daniel continued, the imporatnce of Revenue matter cannot be forgotten but on top of this protection of land shall not be compromised with any other, else there will be no survival.
MLR & LR Act, 1960 and Rule 1961is not extended in the hill areas of Manipur as such tribal residing in the hill areas are maintaining their land without land record.
Such practice invites and will produce more and more cases.
The oldest man in the village will have more land because of his influence using his power of speech, he observed.
During the occasion, Dr RK Ranjan spoke on 'Traditional land use system and its impact on environment'.
Much of the traditional ethnic-based empirical knowledge and evolution of its own society through a long process of their civilized world is being depleted very rapidly by the so called modernisation and the extension of unplanned development practices.
The society not only threatens the traditional knowledge base but also fails to provide an alternative viable technology as a replacement for what is being eroded, he stressed.
