Imphal, April 27 2018:
The Office of the Controller of Technical Education, established in the year 1973, has been playing a key role in controlling and supervising technical institutions apart from imparting training in technical/engineering and allied courses in various technical institutions in the country.
This was stated by Ng Basantakumar, OSD (Administration), Technical Education Department, Manipur, in the ongoing series of press conference organised by Directorate of Information and Public Relations, at Moirangkhom.
He said that the Department has nominated 113 students for undergoing Bachelors' Degree in institutes outside Manipur as per the seats allocated by the Ministry of Human Resources Development, India.
Out of the 113 seats, 103 seats are for Engineering, 4 for Architecture and 6 are for Pharmacy courses.
Even though the seats allocated by the Ministry are 113, the number of students applying for other courses except Engineering is not even 40 currently, as many people prefer Civil Engineering as a better option for getting employment in the State, he claimed.
Regarding Diploma courses, 36 seats were allocated for Diploma in Engineering and Allied courses.
The Government Polytechnic, Takyelpat, established in 1956 under the name of Adimjati Technical Institute, is one of the oldest Polytechnics in North East India and is the first Technical Institute in Manipur.
The Institute is offering Diploma Courses in Civil Engineering, Electrical Engineering, Mechanical Engineering, Electronics and Communication Engineering and Pharmacy.
The number of intake for the diploma courses is 180, of which the intake of Civil Engineering is the highest (with 60 seats), he added.
To develop Technical Education in the country, the Ministry of Human Resources, India, has implemented a scheme and directed all the State Governments to set up Polytechnics in all the districts without such Polytechnic Institutes and has also allocated Rs 8 crore each for construction of the buildings.
But land for setting up the institute should be produced by the State Governments.
Besides the fund allocated for the construction, Rs 4.30 crore were allocated for development of library and infrastructure in the year 2008.For Manipur, funds were released, for Bishnupur and Senapati district in 2008and construction work for Bishnupur has already started.
However, due to land dispute, the construction work at Senapati has just started recently.
In 2012, a fund of Rs 1 crore each were released as first instalment for the remaining 6 districts, Thoubal, Chandel, Ukhrul, Churachandpur, Tamenglong and Imphal East.
The second instalment was released in the year 2017 after the submission of utilization certificate.
Likewise, the remaining funds will be released and construction will soon be completed, he said and explained that the total budget allocated is Rs 670 lakh which is insufficient for managing developmental projects and works and so the Department has procured Central funding like NLCPR, NEQIP, NEC etc apart from the State fund.
As per the instruction of the Governor to begin functioning of Imphal East Polytechnic and the Chief Minister's announcement of opening Polytechnic in Ukhrul district, the Department is trying to start the session in the month of July after the approval of Cabinet.
The Department has been pursuing the State Government to invite students from outside.
At present the Department is hosting four institutes in the interest of the State.
Highlighting the courses to be introduced in the newly set up Polytechnics, he appealed the media to give suggestions to improve the courses which will be offered by the institutions.
