'Motivation of teachers, constant evaluation key to progress of school edn'

Imphal, July 13 2016: The Manipur Education (S) Department is planning to overhaul the school education system and improve level of teaching and students, according to N Praveen , Director, Education (S) Department, Government of Manipur.

He was addressing a press conference at DIPR Manipur premises here today.

The results of the activities taken up by the Government will take some time to be visibly seen.

However, the shortage of teachers faced by the department has been filled up gradually.

He fUrther said the teachers were facing problems related to promotion and other matters which affected the teaching hence a comprehensive programme has been initiated to motivate the teachers.

The Directorate has thirteen Zonal Education Offices � six in hill and seven in valley districts.

There are seven offices of the Deputy Inspector of Schools - two in valley (Moirang and Lilong) and five in hills (Saikul, Moreh, Saitu Gamphajol, Henglep and Tamei) which are functioning more or less independently.

The Department provides cooked food under Mid-Day-Meal scheme with emphasis on providing nutritional support to children in primary and upper primary schools.

To provide quality education programmes under Sarva Shiksha Abhiyan is taken up as envisaged in the RTE Act.

It is continuing implementation of RMSA to continue efforts to achieve universali-sation of secondary education by 201 " and full retention by 2020.The department works to create ICT assets and pilot e-govemance plans to promote transparency and delivery of service.

Vocational Education will be implemented in 21 Higher Secondary Schools with the aim to prepare educated, employable and competitive human resource.

The Mid Day Meal scheme is an important instrument for combating classroom hunger and promoting better learning.

Majority of cooks engaged in the programmes are women, most of them are from under privileged backgrounds.

In the State under Mid-Day Meal scheme, hot cooked food is being provided to primary children since November 14, 2004 and upper primary children from 2008-09 onwards.

Till the end of December 2015, 148221 primary and 38434 upper primary children were covered.

The average coverage of children is 81.925 percent.

The scheme has covered 2475 primary.

717 upper primary attached with primary and 177 upper primary without primary schools were covered till the end of December 2015 .

Food grains upto March 2016 has been released to all concerned DCs for delivery to all respective schools.

The utilized quantities till the end of December 2015 are 2318.793 MTs in Primary and 872.505 'MTs in Upper Primary respectively.

After the opening of a dedicated account exclusively for the mid-day meal scheme by the State Government, the delay on fund release on cooking cost and other components has been extensively minimized.

There is no pending bill of FCI for supplying the food grain under the mid-day meal scheme in the State.

Funds amounting to Rs 82.50 lakh at the rate of Rs 5000 per schools were provided to 1650 schools purchasing cooking utensils.

A fresh proposal for 2000 units have been moved to the Ministry for approval.

In collaboration with Rastriya Bal Swasthya Karyakram (RBSK), health check-up have been conducted to 93007 school children.

Hectic efforts are being taken up to converge school health programme with the programmes of the Health Department to ensure health support to all school going children.

Construction for 1792 kitchen-cum-store in three different sizes are in progress under the supervision of the concerned School Management Committee.

Ng Bhogendra, Addl Director, SSA said 3070 school teachers have been imparted training under Weekly Iron Folic Supplement (WIFS) programme in collaboration with State Health Mission.

In addition, another 130 school teachers at the rate of 10 teachers from thirteen zones have also been trained during the 9th National Conference on Adolescent Health from March 13 to 15, 2015 at Regional Institute of Medical Science (RIMS), Imphal.

Random and surprise inspections carried out by the State MDM team has enabled implementation of mid-day meal scheme effectively.

Disciplinary proceedings have been initiated against those teachers who failed to serve regular meals under the scheme.

To inculcate scien- tific temper and to create awareness of the rapid developments taking place in science, the science unit conducts science seminar, examinations, State level National Talent search examination, 2015 (for class X) .

As per the requirement of the NCTE norms the Department has deputed fifty four teachers to attend the B Ed course at DM College of Teachers' Education, Imphal for the year 2015-16 .

There are a total of 4865 schools in the State and the Government will announce a policy to check the functioning of private schools and tutorial centres.

The revised SSA norms provide for opening of new primary and upper primary schools within the area of the limits of the neighbourhood as laid down by the State Government under the State RTE rules.

SSA Manipur is in the axis of completion of establishment of new primary and upper primary schools within 1 km and 3 km radius respectively.

New primary schools are also established at the unserved habitations found out as per the school mapping exercise.

Students of Classes I-VIII of Government and private aided schools are provided free text books to enable them to complete their elementary cycle of schooling.

The State has 11 Kasturba Gandhi Balika Vidyalaya (KGBV Model 1) functioning in Manipur.

Out of these, Chandel district has three KGB Vs while there is one each in the remaining eight districts.

Construction of all the 11 KGB Vs have been completed and operational.

At present, 1,118 girls are enrolled against 1100 targeted.

Out of the total enrolment 700 girls are Scheduled Tribe (ST), 166 are from Other Backward Class (OBC), 90 are Scheduled Caste (SC), 48 are Muslim, and 104 girls are from other social backgrounds.

The KGBV schools also have the provision of enrolling children with special needs.

Out of the total enrolment, 31 girls are children with special needs.
