There has been increasing reports that individuals, who are not eligible as per the Central Civil Services Conduct Rule 1964, are holding key posts at Jawaharlal Nehru Institute of Medical Sciences (JNIMS).
According to a source, the institute has to follow proper guidelines of the Central Civil Services Conduct Rule 1964, even though it was set up by the State Government, as it was set up on the approval of the Medical Council of India (MCI).
Pointing out that as per the said Central Civil Services Conduct Rule, no individual with political affiliation can work in a Government institution, the source claimed that Laishram Deben, former Director of JNIMS and who is currently a Professor at the Physiology Department of the institute, contested election at Langthabal A/C.JNIMS Dental College Principal Mutum Angouba contested twice at Oinam Constituency.
It should be ascertained whether the said individuals violate the Central Civil Services Conduct Rule or not and if they are found violating the rule, prompt and timely action would be in the best interest of the institution, the source added.
It explained that the selection board which appoints JNIMS Medical Superintendent, Professor, Associate Professor and Assistant Professor, is chaired by the Chief Secretary.
A subject expert is nominated by the Administrative Secretary of Health Department, Manipur University Vice Chancellor and the State Government for the selection board while the Director of JNIMS is the member secretary.
Informing that the DPC for the selection of 18 Associate Professor for JNIMS Dental College will be held tomorrow and day after tomorrow, the source pointed out that the Dental College Principal is not on the selection board which will select the Assistant Professor for the college.
The authority concerned needs to properly discuss the pros and cons of including the Principal as assistant to the screening Committee, it added.
The source further conveyed that there is widespread suspicion regarding the presence of political affiliated individuals and individuals who are well past 65 years of age (by means of service extension) still working in JNIMS administration block.
