Appoint native as CS reminder rung out

Noting that the Dr J Suresh Babu is retiring this month (July), several student bodies have urged the BJP led N Biren Singh Government to appoint a native officer to the post of Chief Secretary when vacated.
Reminding the Government of a Memorandum of Understanding (MoU) it inked with them in June 2018, the All Tribal Students' Union Manipur (ATSUM), Democratic Students' Alliance of Manipur (DESAM) and Apunba Ireipakki Maheiroi Sinpanglup (AIMS) in a joint statement said that they hope the Government would uphold the agreement and appoint a native LAS officer to the post after Dr J Suresh Babu retires.
The MoU containing 4 points for appointment of Chief Secretary was inked between the Government and the three student bodies in June 2018 at the Chief Minister's office chamber, they said.
"Our experience of the past has made us cautious about the issue at hand but we are optimistic that a native amongst the 3/4 senior most IAS officers of the same batch" will be appointed to the post either by virtue of his/her seniority or following the existing convention.
Breach of the MoU will not only cause disenchantment among the bureaucrats but also invite social upheaval in the State, they said.
