HC takes up case

High Court of Manipur has taken up a suo moto case against the State of Manipur and five others in connection with the written submission by the volunteers of Peoples For Animal before the Acting Chief Justice N Kotiswar Singh, through the Registrar General on November 3, for giving direction of effective implementation of Prevention of Cruelty to Animal Act 1960 and its rules.
High Court of Manipur took up the suo moto case for effective implementation of Prevention of Cruelty to Animal Act 1960 and its rules.
On November 3, People For Animal submitted to the Acting Chief Justice High Court of Manipur through the Registrar General for giving directives to the authorities concerned in connection with a case at CJM Imphal West where the accused was convicted under section 11 of Prevention of Cruelty to Animal and seven dogs confiscated from the accused were handed over to PFA Manipur.
An interim custody for seven days along with directions were given to the State Veterinary hospital or any other societies for prevention of cruelty to animals in Manipur, to take custody of the dogs and put them up for adoption.
After the Department concerned refused to take custody of the dogs, PFA Manipur submitted the issue to the High Court of Manipur.
As the matter was placed before the Acting Chief Justice and considering the importance of implementing the various statues enacted for the welfare of animals, the Court directed the matter to be taken and accordingly a suo moto PIL was taken up.
The High Court of Manipur admitted the suo moto PEL and fixed December 4 for the hearing.
