Persons given bail being kept in jail: HRDM writes to CJI

Alleging people who were given bail are being kept in jail, Human Rights Defenders Manipur has urged authorities concerned to look into the matter and take up necessary actions at the earliest.
Speaking to media persons at Manipur Press Club Imphal Wednesday, HRDM chairman Jai Chingakham said that five persons who are identified as UG cadres were arrested by the Assam Rifles on June 2 from places near border pillar number 31 (Sailtuk) and border pillar number 42 (Lunjang) and handed over to Singhat Police Station the next day.
Case was registered against them at Singhat PS and they were produced before Judicial Magistrate First Class, Churachandpur in-charge Chief Judicial Magistrate Letkho Kipgen and remanded to police custody for 10 days from June 3 to 12 .
They were further remanded to police custody for three days from June 12 to 14, he claimed.
On June 14, police again filed for custody of the persons before the CJM Churanchandpur and was given custody.
Further, Legal Aid Counsel Churanchandpur Court Advocate Grace and Advocate Margrath on July 2 filed for bail to four of the five arrested and July 5 was fixed for hearing, he said.
On July 5 the Court granted bail to the four persons with a bail bond of Rs 60,000 .
With bail given they were also told to approach the Court on July 19, he added.
"However, it is found that the persons who were granted bail are found to be lodged in Sajiwa jail from July 5," he said asserting that authorities involved should be held accountable for "wrongful confinement of the persons given bail by Court".
Stating that the incident is a violation of human rights, Jai said that Human Rights Defenders Manipur has sent letters regarding the matter to the Supreme Court Chief Justice of India and Chief Justice High Court of Manipur.
