Imphal, March 18 2017:
All Manipur Trade Union's Council (AMTUC) has submitted a memorandum to Prime Minister Narendra Modi urging for redressal of prevailing grievances in respect of the trade union activists including employees, workers and pensioners of Manipur Government.
In the memorandum, AMTUC pleaded the PM to advise the State Government to comply with the unfulfilled due allowances that are enshrined in the 7th Central Pay Commission's recommendations without exception of the poor and humble employees, workers and pensioners of the State on the ground of financial constraints.
Some of the feasible allowances are Children Education Allowances, Deputation (Duty) Allowance for Civilian, Higher Qualification Incentives for Civilian, Hospital Patient Care Allowance, Night Duty Allowances, Nursing Allowances and Special Duty Allowances.
Work-Charge, Muster Roll and Casual Employees and workers who have been working in various engineering departments for the last 20-30 years are debarred from regularisation of their services as per CPWD norms.
Casual and contractual employees of Forest Department, Social Welfare Department, National Health Mission, AIDS Control Society, Revised National Tuberculosis Control Programme etc are also debarred from regularisation of their services, it rued.
But partial regularisation had been done in National Health Mission, Economics and Statistics Department, Manipur Secretariat (GAD) and MIS which seems to be acts of favoritism and nepotism, it pointed out.
Highlighting various grievances being faced by employees, workers and pensioners, AMTUC urged the PM to advise the State Government to implement the 7th Central Pay Commission with effect from January 1, 2016 after the formation of a new Governemnt in the State.
