Imphal, June 09 2013:
ADC and DRDA, Chandel Chairman Lhukhosei Zou has appealed the organisations, village Chiefs and Headmen of Chandel district to join hand with the ADC in effective implementation of MGNREGS as per the Government order and guidelines rather than opposing it and making a hue and cry.
In a press statement, the Chairman also appealed the line Department - ED/DRDA, PO (SDO/BDO) and all staff concerned - to extend maximum co-operation in this regard.
Clarifying the current misunderstandings on the issue, the Chairman said that 25 percent of MGNREGS fund is to be implemented by ADC as per the order and guideline of the Government.
He added that by the term 25 percent means 25 days out of 100 days and not in terms of deduction of fund as commonly misunderstood and misinterpreted.
25 percent of MGNREGS fund which is to be implemented by ADC would go to the village account and would not in any way affect/deprive job card holders as they would be implementing the scheme in the same manner and not differently, he added.
The Chairman further said that in the case of 75 percent, the fund first goes to the account of DPC and from DPC to Programme Officer (SDO/BDO) and from there, it goes to the village account.
However, in the case of 25 percent, the fund goes from DPC account to PO (SDO/BDO) and PO account to joint account of Chairman and Project Director (PD/DRDA and from there, it goes to village account, he added.
Lhunkhosei Zou further said that although implementation of the work proposals would be the same in both the cases, the works implemented under 25 percent must be checked and looked into by ADC Members concerned in their respective Constituencies.
This dual system of implementation of MGNREGS works within the district is intended to ensure transparency, competition and a change for better development in the district.
However, it is unfortunate that some Chiefs, Headmen and organisations have misinterpreted this system wrongly and misled the public.
