Corruption in Manipur is so deep rooted that it has become like a socially accepted norm, he said.
Supporting the idea of RTI movement, Dr Soibam Ibocha said the movement for RTI was gaining momentum but due to the COVID-19 pandemic there has been some set back.
"In the valley districts of the State, we see people using RTI however people in the hill districts do not use it," he said and urged the people in the hill districts to use the RTI to fight corruption.
