Many DDOs left in quandary

With banks apparently not taking cognizance of a Government order issued by the Directorate of Treasuries regarding rationalisation of 58 Drawing and Disbursing Officers (DDOs), many DDOs are unable to open even bank accounts apart from facing many other difficulties .
Treasuries and Accounts Director L Bikram issued an order on July 15 whereby 58 DDOs were placed under different Treasury/Sub-Treasury officers .
The order which was duly approved by the Secretariat, Finance Department (Expenditure Section) said that it would come into force with immediate effect .
Copies of the order were also sent to Managers of SBI MG Avenue, SBI Paona Bazar, UBI MG Avenue, Paona Bazar, Branch Manager of SBI Secretariat Branch and all officials concerned .
The order also re-assigned new code numbers to the DDOs .
Even as the DDOs went to their lead bank to open accounts, the banks have not been paying due attention, sources informed .
At a SBI branch, some DDOs were told that the order issued by the Treasury Director was not enough to open accounts.
They were told that they lacked a letter of the Finance Department .
For the current month, pay bills of most departments have been already prepared in view of the Assembly session as per an instruction of the Government .
These pay bills were prepared with old DDO codes.
However, on account of the Treasury Director's order, the DDO codes of the pay bills needs to be replaced with new ones .
With most banks paying little respect to the Treasury Director's order and DDOs unable to open bank accounts, employees of some departments may not get their salaries in time.
