Rapist sent to jail

Maibam Manojkumar, Special Judge, POCSO Imphal East, sentenced one Seram Chinglen to 10 years in jail and slapped a fine of Rs 10,000 for raping a minor.
The Court also directed the authority concerned to provide a compensation of Rs 5 lakh to the victim.
The sentence was announced today in an open Court following the sentence hearing against the convict Seram Chinglen (29) s/o Ingocha of Khurai Konsam Leikai, who was convicted by the same Court on June 21 .
During the hearing today, the Court heard the submission of M Bishambhor, Special PP, and Advocate Th Rebecca Devi, defense counsel of the convict.
The Special PP submitted that Seram Chinglen was convicted under section 6 of POCSO Act for sexually assaulting the victim (a minor) and as such prayed for awarding him life imprisonment along with fine.
On the other hand, the defense counsel contended that there are no past criminal records against the convict and prayed for awarding minimum sentence and set off the period which the convict had already spent in judicial custody.
The Court went through all the materials on record, heard the submissions of both the Special PP and the defense counsel and sentenced Seram Chinglen to rigorous imprisonment for a period of 10 years.
The Court also slapped a fine of Rs 10,000 against him and ruled that in default of payment of the fine, he has to undergo another 6 months simple imprisonment.
It may be mention that the incident of sexual assault took place on March 11, 2016, at a restaurant located at the roadside of Sawombung and the trial began against the convict after the IO of the case, RK Babina, Sub Inspector of Women PS Imphal East, submitted the charge sheet.
