Head constables deprived of promotion

Imphal, July 23 2022:
Several head constables, who are serving
in Manipur police department for the last 35
years and are eligible for
promotion to the rank of
Assistant Sub-Inspector
(ASI), are being deprived
of promotion.
Many such eligible constables have reportedly
submitted a memorandum
to chief minister N Biren,
who is also holding the
charge of home department, with request for
looking into the matter
and take up necessary
measures.
Sources said that Congress government in
2014, when deputy CM
Gaikhangam was the home
minister, promoted constables, who have been in
service for 27 years, to the
rank of head constable.
Many of the constables,
who joined the service in
1986-87, are graduates
and deserve promotion
as per service rules.
As
per the service rules,
head constables, who have
served for five years, are
eligible to get promoted
to the rank of ASI.
Unfortunately, several such
deserving head constables,
have retired from service
and many more will also
retire soon without getting
their deserved promotion.
Even though there are
several vacant posts of ASI,
the police department is
denying promotion to
these head constables,
who are already enjoying the pay similar to ASI
as they are covered under ACP-3 and ACP-2,
and promoting them to
the rank of ASI will not
entail any additional expenditure from the state
exchequer.
In December 2019, IGP
(administration) IK Muivah under the instruction
or DGP Manipur issued an
order constituting a class
3 departmental promotion
committee for promoting
head constable (male-civil) to the rank of ASI.
However, the committee never
fulfilled its purpose as the
matter remained ignored
till date.
Besides, the state cabinet on December 24, 2021,
approved promotion of
ASIs, who were promoted
from head constable on
the same day when constables were promoted
to head constable, to the
rank of sub-inspectors.
