Govt comes up with study leave rule for lecturers

Imphal, June 22 2013 : Instructing Assistant/Associate Professors of Govt Colleges not to go for study leave without prior approval of the Directorate/Govt and ensure strict compliance to requirements as per Govt rules, the Director of University and Higher Education, Manipur has laid down several norms for granting study leave to lecturers of Govt colleges.

An office memorandum to this effect was issued on June 21 by the Director of University and Higher Education, P Vaiphei.

According to the memorandum, the instruction was necessitated against the backdrop of some Assistant/Associate Professors, who have been applying for PhD and other higher degrees, found unable to explain the reasons for pursuit for higher degrees or unable to provide reasonable replies to the requirements for issue of Certificate of 'definite advantage' which is necessary under Rule 50 (3) (i) MCS (Leave Rules) 1979 for Asst/Assc professors of Govt colleges seeking study leave.

Taking note of reports about the registration of some lecturers for higher study/research at illegal Study Centres of some State/Private universities, the Directorate also instructed all concerned not to pursue higher study/research at illegal centres.

In order to streamline and ensure proper conduct of research/higher study, the Govt has laid several guidelines for fulfilment on the part of lecturers who applied for grant of study leave.

Accordingly, applicants seeking grant of study leave should prepare a one page gist of the subject for research indicating its utility for enhancement of his/her teaching.

They should also submit another one page rationale for issue of the Certificate of 'definite advantage' from the point of view of Rule 50 (3) (i) MCS Leave Rules, 1979 .

The applicants should also clearly indicate the University where the research is to be pursued and indicate whether the same is a UGC recognised university and details thereof.

The applicants should also submit a written undertaking that the research will be carried out in the university and not through illegal/non-regular study centres run by private/State universities in Imphal or nearby locations.

It further stated that applications should be received in the Directorate from the concerned college principals only after completion of the documents mentioned while also informing the college principals to ensure proper screening of all applications forwarded by them to the Directorate as they will be accountable and held responsible for submission of any applications for illegal/non regular pursuit of higher degrees.
