Infrastructure project in hill districts

The Tribal Area Inclusive Growth Infrastructure Project, covering 27 TD Blocks in five hill districts of Manipur is a project taken up by State Government with an intention to open banks in all unbanked blocks so as to serve the poor people better.
The project is implemented by the Planning Department, Government of Manipur.
Its target is to complete its implementation by the end of 2016.With the support of the people of the area, Planning Department, Government of Manipur has so far completed 14 TD Blocks � Lanva TD Block; Samulamlan TD Block; Saikot TD Block; Tipaimukh TD Block; Sangaikot TD Block; Lamka TD Block in Churchandpur district; Machi TD.
Block in Chandel district; Island TD Block and Saitu Gamphazol TD Block in Senapati district; Khoupum TD Block; Tamei TD Block Tamenglong; Chingai TD Block; Lungchong TD Block in Ukhrul District; Willong TD Block in Senapati District.
Planning Commission of India approved the Tribal Area Inclusive Growth Infrastructure Project without any objection.
The Chief Minister of Manipur, has also stressed on the need to timely execute and complete the project at the earliest.
Under the Special Plan Assistance (SPA) and executed by Planning Department, Government of Manipur, the Inclusive Growth Project is one of the main objectives of 12th Five Year Plan (2012-17).The State Government, in pursuance of Financial Inclusion Policy of the Government of India, proposed to cover 27 Tribal Development Block (TD Block) in hill districts of Manipur in two phases.
The proposed project cost is Rs 11.98 crore per block.
The Phase�I includes 10 TD Blocks while Phase-II includes 17 TD Blocks.
The break-up of 27 TD Blocks are Chandel district (3); Churchandpur district (9); Tamenglong district (4); Ukhrul district (4) and Senapati district (7) .
The total estimated cost of the Tribal Areas Inclusive Growth Infrastructure Project funded under Special Plan Assistance (SPA) is Rs 323.65 crore for all 27 Blocks.
Of this, 90% of the total cost amounting to Rs 291.28 crore is borne by Government of India and 10 % by the State Government.
The Government of India has so far released Rs 269.38 crore for the project through SPA of which Rs 21.50 crore is yet to be released.
For the implementation of Phase-I, an estimated cost of Rs 119.87 crore was first sanctioned in 2011-12.The 10 TD Blocks of Phase �I are Tengnoupal TD Block; Lamka TD Block, Samulamlan TD Block, Saikot TD Block; Tousem TD Block; Tamei TD Block; Nungba TD Block; Chingai TD Block; Kasom Khullen TD Block; Paomata TD Block.
While estimated cost of Rs 203.04 crore for implementation of Phase-II sanctioned in 2012 � 13 comprises of remaining 17 TD Blocks i.e.Machi TD Block, Khengjoy TD Block; Thanlon TD Block, Henglep TD Block, Tipaimuk TD Block, Sangaikot TD Block, Vangai TD Block, Lanva TD Block; Khoupum TD Block; Phungyar TD Block; Lungchang Maiphei TD Block; Purul TD Block, Willong TD Block, T Waichong TD Block, Phaibung Khullen TD Block, Saitu Gamphazol TD Block, Island / Champhai TD Block.
