Imphal, August 19 2017:
The All Manipur Students’ Union (AMSU) has demanded the authority concerned to immediately issue appointment order to a candidate recommended by the MPSC for the post of Deputy Director, Tribal Research Institute .
Addressing a press meet today at its office, president of AMSU Manjit Sarangthem said that a candidate, Ngasepam Pikeshwor Singh, has been recommended by the MPSC for the post of Deputy Director, TRI.
He secured overall first position as per the final result of the exam which was declared on January 8, 2015 .
The Government accepted the recommendation on January 28, 2015.Further, as per the order issued by the Dept of Tribal Affairs and Hills/TRI on July 17, 2015 to the concerned departments, required police verification and medical fitness test of the candidate was completed, Manjit said.
TA&H Dept however said that appointment order to the candidate should not be issued unless a case pending in the Court filed by one aspirant was settled.
The aspirant filed the case citing that he could not appear in the exam as he was out of station on the exam day, the AMSU president said .
On the other hand, the recommended candidate (Pikeshwor) also filed another case in the HC.
The final order of the cases was issued by the Court on July 6, 2017 .
As per the Court’s order, there is no problem in issuing appointment order to the recommended candidate despite a pending Court case.
It also said that the recommendation of the MPSC should be respected and should not be taken lightly without any valid reason .
However, Commissioner of TA&H, issued an order on August 1, 2017 saying that the recommendation of MPSC cannot be accepted on the basis that the recruitment rules/eligibility criteria for recruitment of Dy Director, TRI would be amended, he said .
Manjit further said that the recommended candidate Ngasepam Pikeshwor is a gold medallist in MA (Geography) of Manipur University in 2009 .
He also secured 29th all India rank in CSIR’s NET/JRF exam of 2010.The Govt should look into the alleged victimisation of a bright student by some vested officials, he said .
Manjit then demanded immediate review of the Govt order No 30/8/2013-TA&H (TRI) dated Aug 1, 2017 regarding the appointment of a Dy Director in TRI .
AMSU further demanded disciplinary actions against offending officials, if any, in the interest of people of Manipur and the students’ community in particular .
AMSU also warned of launching intense stir if the demands are not met within 10 days.
