7th Pay talk breaks down

A second round of meeting held today between the State Government and representatives of Manipur Government Services Federation (MGSF) and the Manipur Secretariat Services Association (MSSA) broke down as the two sides could not come to any understanding.
The first round of meeting on the 7th Pay was held yesterday but it turned out to be inconclusive so the second round was convened by the Chief Minister today.
Representatives of MGSF and MSSA who attended the meeting told media persons they suggested the Government that the employees be given only half of the arrears entitled to them in view of the State's financial position.
Nonetheless, MGSF and MSSA urged the Government to implement the 7th Pay at the earliest.
Counting from January 1, 2016, the employees are entitled to arrears of two years and a half but the employees suggested that they be given arrears for only half of this period.
However, the Government could not give any definite timeline for implementing the 7th Pay.
Even though the Government said that the demand for 7th Pay can be considered after receiving the 15th Finance Commission's award, they (Government) could not give any assurance for implementing the 7th Pay even after receiving the 15th Finance Commission's award, said the representatives.
There was a sharp contradiction between what the employees have been demanding and what the Government spoke at the meeting.
As there was no room for reconciliation, the meeting broke down, they conveyed.
The Government even rejected the employees' offer to forgo half of the arrears entitled to them.
Saying that it would depend on the Government's initiative if there should be another round of meeting, the representatives informed that the ongoing indefinite cease work strike would be further intensified.
