IOC, distributors agree to revamp delivery system

IOC and LPG distributors of the State held a joint meeting on December 23 and the two sides agreed to take up a number of steps to improve LPG refill delivery.
The meeting resolved that booking for refill cylinders should be made open immediately the day after refill delivery.
All refill bookings should be entered in Centralised Indsoft system and the same process should be completed by January 15 next year, reads another resolution of the meeting.
It noted that booking for refill cylinders are maintained manually and booking slips are issued to consumers.
As backlog is huge in Manipur, manual booking register is maintained.
The validity of booking in the system is 90 days only beyond which the bookings get lapsed.
Indsoft system is centrally linked with the main server of IOC.
Taking due note of the improvement in supply and reduction of backlog to two months, it was decided to enter all refill bookings in Indsoft system which is currently done manually.
Consumer(s) who could not obtain refill on the day of delivery would be given one chance in the next delivery for obtaining it, according to another resolution adopted at the meeting.
Refill delivery on 'First In, First Out' basis is followed presently.
However, monitoring on frequency of receiving refills would be monitored closely starting from the next financial year.
For consumers who could not turn up on delivery day, another chance would be given on the next delivery day.
If a consumer still fails to turn up, the booking would be made invalid and re-booking would be required.
The meeting further agreed to make Domestic Gas Consumer Card (DGCC) or Blue Book mandatory for issuing refills.
Signatures in cash memos and DGCC books by delivery men and consumers would also be made mandatory.
