Division Bench High Court of Manipur admitted a PIL regarding the incompletion of Hayel Labuk Water Supply Scheme, Thoubal, which began construction from 2007 .
Speaking to media persons at Manipur Press Club today, Advocate Ajmal Hussain said that the PIL was filed by the petitioner Hasina Ayub (22) d/o Ayub Khan of Hayel Labuk against the State of Manipur represented by the Chief Secretary, Principal Secretary/ Commissioner/ Secretary PHED, Chief Engineer PHED, Executive Engineer PHE Thoubal Division, as respondents and Union of India, Ministry of Drinking Water and Sanitation through its secretary, on December 22 before the Division Bench comprised of Acting Chief Justice N Kotiswar and Justice Kh Nobin .
Stating that Advocate P Tamphamani, the assisting counsel of the Advocate General, accepted the notice on behalf of the State Government while Advocate S Suresh (CGC) accepted the notice on behalf of the Union of India, he said that during the PIL submission, he prayed for an interim order directing the respondent authorities from timely construction of Hayel Labuk Water Supply Scheme Thoubal, which has been under construction since 2007 .
In view of the submission, the Court appointed him as the Amicus Curiae in the PIL case and directed the respondent authorities to submit their reply within three weeks .
The matter was listed for hearing on January 17, next year, he added .
The advocate conveyed that the petitioner, Hasina Ayub, filed the PIL looking into the hardship faced by the people of Hayel Labuk village due to lack of clean and safe drinking water .
Construction on the Hayel Labuk Water Supply Scheme began in 2007 under National Rural Drinking Water Programme but the project has not been complete till date., he added.
