HC upholds Ombudsman's order

Upholding the order passed by the Ombudsman of Thoubal on August 2,2011, a single bench of Justice Kh Nobin of High Court of Manipur has directed the State Government to provide compensation and unemployment allowance to the job card holders of Keirak Gram Panchayat within two months.
Speaking to reporters, petitioners' counsel Advocate B Prem Sharma said that the respondents of the writ petition are Commissioner (RD and PR), Thoubal DC, Block Development Officer/Programme Officer of Kakching CD
Block and Executive Director of District Rural Development Agency, Thoubal district.
As the authority concerned turned down the plea of the job card holders to award them compensation and unemployment allowance for not providing works under MGNREGS, they earlier filed a complaint to the Ombudsman of Thoubal.
Although, the Ombudsman passed an order to provide compensation and unemployment allowance to the job card holders within 15 days, Keirak Gram Panchayat Pradhan challenged the order by filing a writ petition at the High Court of Manipur.
However, the Court dismissed the Pradhan's writ petition on March 11, 2015 .
Later, 12 job card holders filed a writ petition against the State Government seeking compensation and unemployment allowance on November 30 last year.
The writ petition was heard by the Court as WP (c) 980 of 2015 .
On September 19 last, the Court passed an order to the State Government to provide compensation and unemployment allowance to the job card holders upholding the earlier order of the Ombudsman of Thoubal passed on August 2, 2011 .
