Imphal, June 16 2013:
A state level sensitisation programme for mandatory training of untrained elementary teachers organised by Directorate of State Council of Educational Research & Training (SCERT) was held today at SCERT office complex, Lamphelpat.
As chief guest of the programme's opening function, Education Minister M Okendro said of all the tasks laying before the Government development of the education sector is one of the most challenging as the problem is both multi-pronged and time bound.
With India among the leading nations in the race for global super power resulted oriented policies are being worked out and implemented to become a developed country, said the Minister listing Right to Information (RTI), Right To Education (RTE) and the proposed national food Security Act as some of the flagship programmes to achieve the target of overall development.
With RTI and RTE already implemented in Manipur, today's training programme is a component of the latter legislation under which target is being set to ensure all the untrained elementary school teachers possess relevant qualities by 2015 in order to mould the future generation, informed the Education Minister, who nevertheless conceded that the training programme is being held belatedly.
Conveying that Government of India has already released fund to persist with similar training programmes under the supervision of IGNOU experts, Okendro called upon the teacher community to participate.
affirming that government of Manipur would initiate suitable action against private as well as Govt educational institutions that do not conform to RTE rules and regulations, he also informed that as part of the training programme NCTE tests would be conducted with those teachers failing in the tests or not fulfilling prescribed criteria such as DIET/BEd training will have to face the consequences, including possibility of service termination.
MLAs RK Anand, D Korungthang and Kikhonbou Newmei, Director of Education (S) H Deleep and Commissioner (Education) P Vaiphei also attended the inaugural programme.
