The Education (S) Department has issued a clarification in connection with Manipur Government Services Federation's (MGSF) resolution to file a Public Interest Litigation claiming erroneous absorption of 25 Officers in MES Cadre.
A press note issued by Elangbam Sonia, Deputy Secretary, Education (S), has stated that the Director of Education (S) had proposed the Government for the merging of 13 Programme Officers and 12 Assistant Programme Officers in MES Cadre Grade-11 and Grade-III by amending the Schedule-I of the MES Rules, 2012.The press note maintained that these officers are well experienced in implementation of the schemes/programmes.
Moreover, they would be stagnant without any promotional avenue, if they are not included in the MES.
The statement added that the Government had placed the proposal to merge the 25 Officers before the State Cabinet as a policy decision for strengthening the MES Cadre by way of Cadre Review (initial constitution).
The State Cabinet on January 4, 2023 decided to allow the absorption through Manipur Public Service Commission (MPSC) by amendment of the MES Rules, the press note shared.
After the Cabinet approval and as required, concurrence of Department of Finance and Personnel were obtained.
Consequently, the matter was forwarded to MPSC for their approval.
The absorption order was issued only after the MPSC, which is a constitutionally mandated institution, sent its recommendation for absorption, the statement shared.
"Thus, all due procedures have been followed and no rules were violated", the press note asserted.
Furthermore, the statement maintained that rights of aspirants who are eligible for recruitment/promotion to MES Grade-II and III have not been violated in any way in the process.
