MSACS NGO partners study ATSUM allegation

ATSUM allegation that Manipur State AIDS Control Society (MSACS) Deputy Director (Monitoring and Evaluation) collected money from NGOs forcibly, NGO partners of MSACS today held a meeting and discussed the matter.
Speaking to media persons after the meeting held at MNP+ office at Moirangkhom was over, representatives of several NGOs remarked that the disclosure made by ATSUM and published in The Sangai Express on February 8 was a significant positive step.
But ATSUM's statement somehow projected NGO partners of MSACS as surviving by indulging in graft practices.
They also appealed to ATSUM to consult relevant NGOs if they must issue press statements on the issue of HIV/AIDS.
Many programmes are being implemented for people living with HIV and some of these programmes are time bound.
Still there are some other programmes whose targets could not be realised because of failure on the part of the Government to release funds in time.
With the Government not releasing any fund since October last year, NGOs have been implementing certain programmes from their own money and some NGOs even borrowed money to implement the same programmes, they said.
As all such programmes implemented by NGOs are being monitored not only by MSACS but also the North East regional office, there cannot be anomalies while implementing these programmes.
And when the NGOs are implementing the programmes strictly according to guidelines, there is no need to offer bribe to the MSACS Deputy Director (Monitoring and Evaluation), they asserted.
