NDPP illogical press release : NPF Youth Wing

The Naga People's Front (NPF) Central Youth Wing is constrained to issue rejoinder against the NDPP illogical press release appeared in the local newspaper dated 7th June 2018 .
The Central Youth Wing reiterates and fully support the objection/rejection made by Leader of the opposition as well as the party against the appointment of Vigilance Commissioner post as it is in total violation of the existing norms laid down by the Central Vigilance Commission Act, 2003 .
Instead of producing details of acknowledging procedural lapses of appointment of Mayang Lima as Vigilance Commissioner in the state, it came as a surprise when the Nationalist democratic People's Party (NDPP) party, as witnessed during the last three months, once again tried to hide the gross abuse of Executive Power of the state by Neiphiu Rio by diverting the subject matter to T..RZeliang's educational qualification.
A befitting retaliation it will be, but the Central Youths at this juncture is least bothered about Rio obtaining a fake B.A Honours Degree Certificate which otherwise is more disgraceful.
The Youth Wing affirms that, neither Leader of Opposition TR Zeliang nor NPF Spokesperson Achumbemo Kikon or the NPF in general targeted the integrity and credentials of Mayang Lima.
Rather, the lapses of procedure and norms laid down for recruitment to the prestigious post of Vigilance Commissioner violated by PDA Government is the point of contention.
NDPP claimed in its statement that "All due procedures were followed by the Government in appointment of the State Vigilance Commissioner' which reveals stark reality of their ignorance and contempt of law and procedures.
The appointment of Mayang Lima vide Notification No.VIG/3-E/78 was issued in clear violation of Clause 4(a) of the Cabinet Resolution, Dated 9th April 1976 because the appointee is neither a Retired High Court Judge nor a retired Senior Executive Officer.
The NPF Youth Wing would also like to remind the NDPP that as per the laid down in the Central Vigilance Commission Act 2003, Section 41 clause 1 of sub clause (c) that to appoint the Vigilance Commissioner approval of the Leader of Opposition is mandatory.
The said appointment prima facie suggests that, it is a political reward ascribing on the appointee's political loyalty to the Ruling NDPP party in Nagaland which can be substantiated by taking the record, the fact that the appointee contested 2018 General Election from 22 Arkakong Assembly Constituency under Mokokchung District, Nagaland.
Mayang Lima may be a "Legal Luminary" but we must accept the fact that, he is a defeated NDPP candidate and it is a clear attempt on the Government of the day to defeat the sole purpose of Cabinet Resolution dated 9th April 1976 .
Therefore, the NPF Central Youth remind the NDPP that the SVC is not a political post but a statutory post and necessary norms and procedure laid down should be followed.
The appointee has served in Nagaland State Legal Services Authority and Department of Justice & Law which directly relates to preliminary Investigation being carried out by Central Investigation Bureau (CBI) on the direction of Hon'ble Gauhati High Court vis-avis PIL (Suo Moto) 5/2017, Dated 2.05.2018 which goes to show that the appointment was made with ulterior motives and with a sole intent to abuse the office of State Vigilance Commission for political gain.
