MDAVO today stated that it will support the seminar proposed by Tangkhul Mayar Ngala Long (TMNL) which will be held on September 13 regarding the Mapithel dam Catchment Area Treatment (CAT) plan of IFCD, Government of Manipur.
The organization said that the programme is very crucial since 44 Tangkhul and Kuki villagers of Ukhrul district do not have any knowledge about reservation and protection of forest area.
The area of forest land approved under CAT plan for Mapithel dam project has not been disclosed to the affecting forest land owners so far, MDAVO said.
MDAVO also alleged that the entire process of acquiring tribal land areas, river and forest areas for Mapithel dam project was carried out without the knowledge and approval of the Hill Areas Committee (HAC) which is a violation of the Article 371-C of the Indian Constitution.
MDAVO further pointed out that the project proponent of Mapithel dam project, IFCD, Government of Manipur has failed to comply with the conditions of the Scheduled Tribe and Other Traditional Forest Dwellers (Recognition of forest rights) Act, 2006 while obtaining final forest and environment clearances on January 15, 2014 .
The National Green Tribunal (NGT) Kolkata Bench has been examining the multi-facet violations of Forest Conservation (FC) Act, 1980, Forest Protection (FP) Act, 1986 and FRA, 2006, MDAVO informed.
Condemning the indifferent attitude of the Deputy Commissioner, Ukhrul district for giving contradictory statements on implementation of FRA for Mapithel dam project, MDAVO said that the proposed meeting called by TMNL is justified and should be attended by all the villages concerned.
