Senapati, April 01 2023:
The All Naga Students' Association, Manipur (ANSAM) and the Kuki Students' Organisation (KSO have decided to back the agitation of the All Tribal Students' Union, Manipur (ATSUM) in the hill districts from April 3 .
The ANSAM today said that it is perturbed by the "gross violation of the quantum of reservation for STs, SCs and OBCs in the recently declared result for appointment of LDC in RIMS vide No B/3222/208-RIMS dated 03/03/2023 by RIMS authority" .
In a statement, the Naga student body said that, as per the Department of Personnel and Training (DoPT), Government of India, vide DoPT OM No 36017/2/2004-Estt.(Res) dated 05/07/2005, the quantum of reservation, is generally fixed in proportion to the population of the Scheduled Castes and Scheduled Tribes in the respective UTs/States, in which 3% for SC, 34% for ST and 13% for OBC is fixed for the State of Manipur.
Reservation for UR was fixed at 50%, while also ensuring that the total reservation for SCs, STs and OBCs should not exceed the limit of 50% in any case.
"But much to our consternation and in complete defiance of the directive of DoPT for reservation of posts for Scheduled Tribes (ST), RIMS authority deliberately violated the reservation quantum in the recently declared LDC recruitment result.
This is highly condemnable as it amounts to depriving the Constitutional rights of the tribals of Manipur," ANSAM added.
Observing the "non-implementation" of quantum of reservation for Scheduled Castes, Scheduled Tribes and Other Backward Classes in case of direct recruitment to Group 'C' and 'D' posts in a Central institute is a violation of the rights of the tribal people, the ANSAM, with regard to the recently declared LDC recruitment result, called for immediate nullification of the result and rectify the result by complying with the Order No.M/1/2019-RIMS (49) dated 21st May 2022 where 34 percent has to be reserved for STs.
The KSO has also demanded immediate nullification of the recently declared result for appointment of LDCs in RIMS.
The department of information and publicity of KSO general headquarters stated that there was gross violation of reservation for Scheduled Castes, Scheduled Tribes and Other Backward Classes apart from not implementing the Ministry of Health and Family Welfare's direction in the recently declared result for appointment of Lower Division Clerk (LDC) by RIMS authority.
KSO stated that it was a deliberate violation of the Constitutional reservation norms and rights of the Scheduled Tribes people.
It also reminded that the Ministry of Health and Family Welfare (North East Section), in a letter, dated May 11, 2022 had conveyed to the then Director of RIMS for implementation of quantum of reservation in case of direct recruitment to Group 'C' and 'D' posts in Central Government institution in Manipur at 3 per cent for SC, 34 per cent for ST, 13 per cent for OBC and 50 per cent for UR.
