Follow State reservation rules in engagement of staff: ATSUM

All Tribal Students' Union, Manipur (ATSUM) has urged the Health and Family Welfare (Government of Manipur) and Jawaharlal Nehru Institute of Medical Sciences (JNIMS) to follow state reservation rules in the engagement of staffs on daily wage basis and contract basis in JNIMS.
In its memorandum, ATSUM said, "In continuation of our previous letters and demands for strict adherence to the Manipur Reservation of vacancies in Posts and Services (For scheduled tribes and scheduled Caste) Rules, 2011 in the recruitment/engagement of staffs on daily wage basis/contractual basis/direct recruitment in JNIMS , the All Tribal Students' Union Manipur would like to place the above stated matter before your office for kind intervention to ensure that the scheduled tribe candidates also avails the provision of equal employment opportunity as mandated by article 16 of Indian constitution".
According to the apex tribal student body of Manipur, the JNIMS authority issued orders for engagement of 16 numbers of oxygen plant operators and 4 numbers of sweepers on daily wage basis for 6 months vide Orders No 01/718/COVID 19/2020-JNIMS/486 dated 10th May 2021, Orders No 01/718/COVID 19/2020-JNIMS/487 dated 10th May 2021 and Orders No 01/718/COVID 19/2020-JNIMS/485 dated 10th May 2021 respectively.
"Further, the JNIMS authority circulated a number of advertisements in local newspapers for engagement of 53 numbers of Staff Nurse on contract basis for 3 months, 4�OT technician, 2-CSSD technician, 2-manifold boy and 52-sweeper on daily basis for 6 months vide Advertisement No 01/718/COVID-19/2020-JNIMS dated 9th June 2021 and engagement of 10- Mali, 8-Manifold boy and 4- X-ray Technicians on daily basis for six months vide Advertisement No 01/507/Appt/JNIMS/2017 dated 17th June 2021 .
And that, the aforementioned orders and advertisements fail to specify and follow the reservation policy of the engagement/recruitment which thereby deprived the ST, SC and OBC candidates from their rights of reservation in engagement/employment," ATSUM added.
The tribal student body then recalled that a massive random recruitment/engagement of staff on daily wage basis and contractual basis without following reservation norms were engaged/recruited by JNIMS in 2010 when JNIMS was initially preparing for recognition by MCI as a full-fledged medical institution.
"Despite, ATSUM's repeated request for rectification of the reservation disparity in the engagement/recruitment, the daily wage/contractual staffs were latter regularised resulting into a huge numbers of backlog posts of STs lying vacant and still remains the same till today though it was agreed to fill up the backlog seats in an official discourse held between ATSUM and State government on August 13, 2019 at Chief Minister's conference hall with Chief Minister in the chair," it also stated.
ATSUM then mentioned that the Office Memorandum of the Department of Personnel and Training, Ministry of Personnel, Public Grievances and Pensions, Government of India clearly states that "While it may not be practical to apply the reservation orders in toto in respect of daily rated staff, it should be ensured that persons belonging to the Scheduled Castes, Scheduled Tribes and Other Backward Classes are recruited in such manner as their overall representation does not go below the prescribed percentage of reservation for the Scheduled Castes, Scheduled Tribes and Other Backward Classes respectively" .
Therefore, the tribal student body said that consequent upon the "above facts and circumstances, your esteemed office is beseeched kindly to look into the matter and see that the engagement/recruitment of staffs on daily wage/contractual basis in JNIMS follows the state reservation norms so as to facilitate that the Scheduled Tribes and Scheduled Castes and Other Backward classes are ensured to avail the provision of equal employment opportunity as mandated by article 16 of Indian constitution" .
