Imphal, October 01 2011:
Institute of Social Welfare cum Economic upliftment Organisation, Heirok has announced its decision of launching intense democratic agitation starting from October 5 if the Government of Manipur fails to devolve power and function to the Panchayats.
Addressing a press conference in this regard at Manipur Press Club here today, president of the Organisation Binodkumar Thokchom observed that centralisation of power is negation of democracy and it leads to tyranny just as absolute power corrupts absolutely.
The remedy lies in democratic decentralisation and diffusion of power right from the lowest level.
Because centralised authority is not responsive to the needs or demands of the people.
Unfortunately, the Government of Manipur has been neglecting this aspect of democracy.
If the Government of Manipur fails to devolve full power and function to the Panchayats at the earliest possible, the Organisation would be constraint to launch a series of intense agitations starting from October 5, Binodkumar announced.
An ultimatum to this effect would also be submitted to the President, the Prime Minister, UPA Government, AICC General Secretary, Governor of Manipur, Chief Minister, Minister of Rural Development & Panchayati Raj and other authorities concerned, he informed.
If the Government of Manipur continues to turn a blind eye to the demand for devolution of power and function to the Panchayats, the Organisation would move the matter in the High Court and even Supreme Court, if necessary, Binodkumar declared.
