Imphal, May 06 2017:
Backing the suspicion among villagers that the 21-year old teacher Nengnekim alias Shila was sexually assaulted prior to her death, many civil society organizations have demanded the authorities to give befitting punishment to the perpetrators.
In a joint statement, seven CSOs namely the All Tribal Women Organisation; Molnoi Area Welfare Council; Kuki Women Human Rights; Chingtam Nupi Apunba Lup, Pallel; District Women Council, UNMM, Chandel; Cente for Women and Girls; Molnoi Area Youth Union and Weaker Section Development Council demanded that the families of Nengneikim and Kaikholen Tuboi be given justice, adding that they will not stop condemning the killing until the persons behind their deaths are booked.
The bodies of Nengneikim, a teacher at a kids care centre, and Kaikholen Tuboi, 28, were discovered at separate places near Sugnu yesterday.
Tuboi appeared to have been struck multiple times on the head with a heavy, blunt object.
The CSOs also addressed the press at Molnoi today.
The secretary of Centre for Women and Girls Hechin Haokip spoke on behalf of the CSOS.
Expressing dissatisfaction over the low percentage of conviction of sexual offenders, the statement said while the Nirbhaya case has become a landmark case, many incidents of killings and assaults are being reported on a regular basis.
The fact that only a few people get conviction has emboldened the offenders, it stated.
There is corruption in law enforcement, forensic test takes forever, delayed submission of charge sheets hampers the course of th trial, post mortems are not free from inteference and this shall remain so unti the post mortem ar video recorded and conducted by a group of doctors, the CSOs charged in the statement.
"It is also worrying that customary laws allow sexual assaulters to walk free by merely paying monetary funds or offering animals," it stated.
