DESAM censures merit list

DESAM has expressed strong reservation over inclusion of non-Manipuri in the merit list prepared after several rounds of tests for recruitment of 19 Assistant Engineers in three engineering department through Manipur Public Service Commission (MPSC) .
Speaking to media persons at their Keishampat office today, DESAM secretary general Nameirakpam Edison said that no appointment order should be given to the non-Manipuri candidate.
Notification for appointment of 19 AEs for PWD, Power Department and MI Department was issued by MPSC on December 2, 2015 .
Subsequently, written test and personality test have been conducted.
Currently, MPSC has been preparing a merit list.
Meanwhile, Department of Personnel and Administrative Reforms (Personnel Division) framed the Manipur Civil Services Combined Competitive Examination (4th Amendment) Rules 2016 and a notification was issued to this effect on March 4 this year.
According to the rules, all the candidates appearing in Manipur Civil Services Combined Competitive Examinations should speak either Manipuri (Meiteilon) or any dialect spoken by a tribe of Manipur.
Moreover, his/her parents should be permanent residents of Manipur and their domicile should be supported by valid documents, Edison said.
These rules were framed following strong pressure from the public.
However, in the case pertaining to appointment of 19 AEs, it was said that any citizen of India can apply.
As a result, some non-Manipuris applied for the job.
DESAM has learnt that a non-Manipuri is placed third in the recommended merit list and the candidate is presently pursuing MTech at NIT.
Such lapses on the part of the Government when there is a popular demand for protection of indigenous people are a matter of serious concern.
These problems could have been avoided if the rules of Manipur Civil Services Combined Competitive Examinations were applied in the appointment of the 19 AEs too, he rued.
If the non-Manipuri people are appointed, DESAM would be constrained to launch all sorts of agitation, he added.
