Retired District and Sessions Judge C Upendra Singh, who headed the Thangjam Manorama Devi Death Inquiry Commission has today submitted his probe report to the State Govt.The State sponsored panel was supposed to submit its report on November 13 but had to be deferred on account of Diwali holiday and as Chairperson fell sick.
The report which contain 102 pages was placed by the Chairperson before the Chief Secretary this afternoon, said a highly placed source.
Mention may be made here that the bullet riddled body of Thangjam Manorama of Barnon Kampu Mayai Leikai was found on the morning of July 11 near Laipharok Maring Village along the Imphal-Yairipok road in Imphal East Dist after being picked up by troopers of the 17 Assam Rifles from her residence the previous night.
Following the massive public outcry against the killing, the State Govt on July 13 instituted the Commission by evoking the related provisions of the Commission of the Inquiry Act.
Complying with the verdict of the Principal seat of the Guwahati High Court, the panel examined the AR witnesses including officers at the premises of Imphal Central Jail in camera on security grounds.
Later the proceedings resumed at the premises of the State Guest House Sanjenthorig.
Besides AR personnel, the panel examined as many as 37 witnesses including the family members of the victim, officials of Irilbung PS, forensic experts among others.
The Officer-in-Charge of Irilbung PS registered two FIRs on the killing of Manorama following two separate complaints, one filed by Thangjam Dorendro, younger brother of the victim and the other filed by AR personnel.
Examination conducted by the Central Forensic Science Laboratory Kolkata revealed that semen stains were found on the petticoat of Manorama.
OC Irilbung PS Gunindro who is the investigating officer in one of the two FIRs had already examined a number of the 17 AR personnel at the Irilbung PS.
Meanwhile, the State police has not been able to make much headway in the investigation into the killing of Manorama as the AR authorities have failed to provide the register book which contained the list of all the AR personnel who raided Manorama's house on the intervening night of July 10 and 11.
