The farce continues in RIMS Dental College...Earns 'distinction' with two Principals-in-charge

After the issue of having two Medical Superintendents has been resolved, administration of RIMS Dental College has been put in total disarray following appointment of two in-charge Principals.
Sources informed that there are two in-charge Principals in RIMS Dental College.
The two in-charge Principals are former Head of Dentistry Department Dr T Nabachandra and Dr RR Singh who was called from outside and appointed to the post by RIMS authority.
RIMS Dental College has earned the distinction of being the first dental college in the country which has two in-charge Principals but its administration has been put into complete disarray, the sources remarked.
The project of setting up a dental college at RIMS started when the then Prime Minister Deve Gowda announced an economic package of Rs 90 crore on October 27, 1996 .

It was from this packagethat a nursing college was also set up in addition to the dental college.
During the initial years, RIMS Dentistry Department submitted a detailed report to the Dental Council of India about its existing staff and other requirements.
After perusing the report, the DCI gave its approval to set up the dental college along with appointment of a Protodontics Professor.
As instructed by DCI, RIMS authority searched for a Protodontics Professor but to no avail.
Nonetheless, RR Singh was appointed as a Protodontics Professor and given the duty of in-charge Principal by RIMS authority.
Before this, when RIMS authority sent a proposal to DCI to set up a dental college, an order was issued whereby Dr T Nabachandra, the senior most faculty of RIMS Dentistry Department was made Principal-in-charge of the dental college.
RR Singh was a Professor when he joined the college but it is not clear whether or not he served any institution as Assistant Professor, the sources said.
Without serving as Assistant Professor, no Associate Professor can become a Professor.
At the same time, RR Singh cannot be a Professor for his age has already crossed 50 .
Given the awkward situation caused by presence of two in-charge Principals, RIMS authority should cancel one of the two appointment orders but it has not been done till date.
Another relevant order said that Dr T Nabachandra would function as Principal-in-charge when RR Singh is out of station.
Despite this order, one of the appointment orders need to be cancelled and only one man should be given the post of Principal-in-charge.
Another point of headache for RIMS authority is that the appointment order of Dr T Nabachandra was issued against a regular post while RR Singh's appointment order was on contract basis for just one year.
By rules and regulations, an employee appointed on contract basis cannot be superior to his/her colleague appointed as a regular employee, added sources.
