JCILPS starts fresh round of movement

With the State Government failing to implement the series of agreements inked earlier, the Joint Committee on Inner Line Permit System has started a series of movements from today.
As part of the first phase of the movement, JCILPS conducted a poster campaign from Keishampat, street corner meetings and non-cooperation to non-local people.
The campaign was then carried out at Moirangkhom, Singjamei, Kongba, Konung Mamang, Lamlong, Chingmeirong, Tera and Kwakeithel.
Speaking to reporters at Konung Mamang, convenor in charge of JCILPS, Khomdram Ratan said that the three Bills passed on August 31 to protect the indigenous people of the land should be converted to Acts.
This is the main demand of the fresh movement, he added.

The other important points include, issuance of labour cards to migrant labourers by the Manipur Labour Department and setting up a Population Commission to check the demographic imbalance in the State.
A Manipur Land Reforms Commission should be set up to identify the non-local people, said Khomdram Ratan.
Stating that the fate of the three Bills passed by the State Assembly is yet unclear, Ratan said that all the political parties should co-operate to ensure that the three Bills are passed into Acts.
Stating that the task before the political parties is still incomplete, the convenor in charge of JCILPS said that it would be wrong for them to think that they have done their job by just passing them in the Assembly.
Other than enacting the Bills into Acts, there is as yet nothing to suggests that efforts are on to set up a Population Commission as well as to amend Labour Law and Land Law, he added.
Ratan reminded the Government that these points were clearly mentioned in the charter of agreements inked on August 25 last year.
The movement which was launched today will continue for one whole month, he continued.
Answering a query, Ratan said that trouble erupted in Churachandpur after some people started a misinformation campaign about the three Bills.
It is now everyone's knowledge that the three Bills were passed to protect the interest of the indigenous people and that they are not against any community, he added.
Stating that the death of nine persons at Churachandpur was extremely unfortunate, Ratan said JCILPS is not in a position to say when the last rites of the deceased should be performed without understanding the sentiments of the public there.
He also extended his respect to the departed souls.
