Post decision to withdraw MRVTMW Bill House special session convened on July 15

A Cabinet meeting held today has decided to convene a special session of the Manipur Legislative Assembly on July 15 .
Likeiwse the Assembly Speaker has reconvened an emergency sitting of the 11th session of the 10th Manipur Legislative Assembly on July 15.The Speaker has issued a notification to this effect.
In view of the special session of the Assembly and its importance, vis-vis the withdrawal of the Manipur Regulation of Visitors, Tenants and Migrant Workers (MRVTMW) Bill, Chief Minister O Ibobi will not be going for the Niti Ayog meeting scheduled for July 15 at Delhi.

The Cabinet meeting presided by the Chief Minister also endorsed the decision of the Congress Legis- lature Party (CLP) to withdraw MRVTMW Bill 2015 .
The Bill was passed by the State Assembly on March 16 .
A meeting of the Assembly's Business Advisory Committee would be held a 11 am tomorrow.
The meeting would decide the number of days the special session would have.
The special session may adopt a resolution on withdrawing MRVTMW Bill 2015.Moreover, a new Bill which can effectively protect the indigenous people of Manipur may also be introduced and passed during the special session.
Meanwhile, MLA L Ibomcha has stated that either the State Assembly or the State Government can withdraw the MRVTMW Bill by exercising the power given by Section 21 of the General Clauses Act 1897 .
Even if the Bill is not withdrawn, the House can still deliberate and pass three Bills which are not substantially identical with the Bill already passed.
As done in Sikkim, Manipur should have a legislation identical to the Tenants and Domestic/Professional Helpers (Compulsory Verification) Act 2014 in order to verify precedents of all non-local visitors.
Moreover, there should be restrictions of selling/donating land to non-permanent residents without consent of the State Government by amending the MLR and LR Act 1960, said a press release issued by MLA L Ibomcha.
A new legislation which can regulate entry of non-locals should be enacted, it added.
