LPG distribution anomalies ; Performance 'commendable', record manipulation rampant ?

Although bandhs, blockades and other disturbances have been cited regularly for poor transpor-tation of LPG into the State which incapacitated LPG distributors to distribute refills to consumers to the required numbers, official records available with the IOC suggest that the performance of LPG distributors in the State is commendable.
During his recent visit to the State, IOC's Guwahati based North Eastern Integrated Sales Office Chief Manager (LPG Operation) Probin Boruah held a meeting with LPG distributors of the State and the meeting discussed about the existing backlog of LPG refill distribution which has run into two/three months by January.
On the other hand, as per IOC's official records, performance of Canchi Indane Service is listed in 'excellent' category.
According to the official records, Canchi Indane Service has issued refills to consumers who have booked for refills on December 3 and before.
Likewise, Khumbong Indane Grameen Vitrak has issued refills to consumers who made bookings on or before November 25 .
However, when Canchi Indane Service distributed refills today, only consumers who made their bookings on or before September 29 were issued refills.

On the other hand, as per official records available with IOC, there is a gap of only two days between the latest LPG refill distribution and the latest date of booking.
This is a clear indication that the particular distributor has been manipulating records without any restraint.
The same records say that all applications seeking new connections have been processed and okayed with the exception of a single application.
At present, Canchi Indane Service has around 7885 consumers out of whom around 6857 are DBTL consumers.
Amongst the DBTL consumers, 556 have received one refill each during the current financial year.
There are many other consumers who have got just two refills each.
On the other hand, five consumers have been issued 12 refills each.
11 refills each have been issued to 10 consumers, 10 refills each to 38 consumers, nine refills each to 51 consumers, eight refills each to 71 consumers, seven refills each to 105 consumers and six refills each to 121 consumers.
Despite this huge disparity in the LPG refill distribution, the distributor's performance is rated 'excellent'.
Refill delivery rate of Canchi Indane Service from October to December this year is 85 per cent, according to the official records.
The five consumers who have been issued 12 refills each are Meinam Meiraba (consumer no CX64353), CISF Deputy Commandant, ASG, Imphal Airport (consumer no 03990), Nongmeikappam Danny (consumer no 04773), Pebam Premlata (consumer 5811) and Oinam Nganbi Devi (consumer CX16717278) .
