House resolves to establish to SPC, enforce NRC

The Manipur Legislative Assembly today resolved to establish a State Population Commission (SPC) and also to introduce and enforce National Register of Citizens (NRC) .
On the last day of the second session of 12th Manipur Legislative Assembly.
MLA Kh Joykisan raised a private member resolution on Friday on establishment of SPC and introduction of NRC.
The House later passed the private member resolution unanimously.
Raising the private member resolution, Joykisan said that the country's population growth rate between 1971 and 2001 was 87.67 per cent and it was 120 per cent between 2001 and 2011.The corresponding population growth rates of the hill districts of Manipur during these periods were 153.30 per cent and 250.90 per cent respectively, he said.
The valley districts saw a growth rate of 94.80 per cent between 1971 and 2001 and 125.40 per cent during 2001-2011 .
The abnormal population growth rates of the hill districts point to a strong possibility of a huge influx of non-Indians, Joykisan said.
The situation demands one and all to study the implications minutely and act accordingly.
The situation is such that the indigenous people, particularly smaller communities may face extinction, he warned.
It is urgently required to monitor and check the dramatic rise of non-local population through a State Population Commission which is also warranted by the National Population Policy, he asserted.
Joykisan maintained that introduction of NRC can go a long a way in overcoming the alarming situation.
He then urged every Member of the House to support the private member resolution of establishing a SPC and introduction of NRC in the State.
N Biren, the leader of the House, maintained that there is no harm in passing the private member resolution moved by Kh Joykisan.
Subsequently, the House unanimously passed the private member resolution.
