CCC goes to slumber after inauguration

The City Convention Centre (CCC) has virtually gone to a deep slumber after it was inaugurated by Prime Minister Dr Manmohan Singh and UPA Chairperson Sonia Gandhi for authorities have no idea when its construction work would be fully completed.
The City Convention Centre was inaugurated on December 3, 2011 which also saw inauguration of the new Assembly complex, High Court and the Inter Sate Bus Terminus.
City Convention Centre which is equipped with an auditorium of 700 sitting capacity is being constructed with 90 per cent funding by the Ministry of Urban Development while the State Government shares the remaining 10 per cent.
Taking into account cost of furniture, estimated cost of the centre is Rs 84.26 crore and its construction started after the amount was deposited with the PWD by MAHUD Department.

Talking to The Sangai Express, one top ranking official of Simplex Project Limited which is the work agency of the particular project said that they cannot say anything about when the project would be completed.
Highlighting absence of any modern infrastructure where a National level convention can be held at Imphal, the State Government sent a proposal to the Centre to construct such an infrastructure.
The proposal was duly approved and construction work of the City Convention Centre started.
Even as Simplex Project Limited started executing the project in accordance with the detailed project report, the Government suggested a number of modifications.
These modifications took considerable length of time, said the official.
Had the City Convention Centre been built according to the DPR of the time when the company and the Government signed agreement for executing the project, the same project could have been completed in a much shorter period, he said.
Nevertheless, the company has already taken up finishing works.
Obviously, all companies would like to complete projects entrusted to them as fast as possible so that they can take up new ones.
No company would like to engage themselves for a protracted period.
A closer look by this reporter revealed that the construction work was far from complete.
A portion of the extended floor (Block-B passage) which was constructed in frenzy to meet the inauguration deadline has sunk and a crack as wide as one foot has developed at the intersection of the building foundation and ground .
The cracked portion was found covered with pieces of tiles.
Although it was a minor flow, it certainly gives a negative impression.
As the existing condition shows, fitting seats in the auditorium would take a long time.
Bigger portion of the stage is yet to be completed and same is the case with the installation work of escalator.
The work of fitting iron bars in the staircase railing has been abandoned midway.
Wooden doors and windows fitted earlier are also awaiting finishing touch.
