The State Government has notified that Imphal West and East will be divided into three Zones to �simplify enforcement of law and order in Greater Imphal and to enable the authorities concerned to maintain peace and tranquility.� According to the notification, Imphal areas have been divided into three zones; hyper sensitive zone, sensitive zone and outer zone.
The Government�s notification said that no protest, procession, meeting, dharna, burning of effigies or any other form of protest will be allowed in the hyper sensitive zone.
In the sensitive zone no protest, rally or procession will be allowed.
Peaceful rallies may be allowed at the discretion and with the permission of the District Magistrate concerned within the Outer Zone.
This is however subject to the prohibition of carrying and possession of arms, incendiary materials and lethal weapons, etc.
in the Hyper sensitive zone the authority ahs included Khoyathong traffic by road connecting Thangal Bazar and NH-39 up to DM College approach road, by DM College approach road upto the bridge over the Naga river, by Naga river (up stream) upto NH-39, by NH-39 to North AOC traffic point by Imphal � Ukhrul road upto Minuthong.
Other places in the Hyper Sensitive zone include Imphal river (down stream) up to Mission Lane, Minuthong, Mission Lane upto Chassad Avenue and from this point upto Imphal Yairipok road at Pureiromba Khongnangkhong and from here upto Sanjenthong by Imphal Yairipok road, from Sanjenthong by Imphal River (down stream) upto M/s Krishna Premi pump.
From Imphal river near Krishna Premi petrol pump on the southern side upto Keishamthong bridge by Keishamthong road and from Keishamthong bridge up to the confluence of Nambul river and Naga river by the Nambul river (up stream) and from this confluence upto Khoyathong traffic point by the Naga river (upstream).
The Sensitive zone is bounded on the north by the ridge of Langol hill range up the Forest beat office, from Forest beat office to Salangthong road by the boundary of Imphal Municipal Ward number 26 up to Salangthong road and again from this point by the Salangthong road up to Imphal River.
On the east the Sensitive zone is bounded by Imphal river (down stream) upto Leirak Yambem Leikai bridge, by road from Lairikyengbam Leikai bridge up to the junction of Ayangpali road and Tinsid road, from this junction by Ayangpalli road up the junction of TV tower road, from this junction by TV tower road upto the point where it meets Kongkham Leikai Leirak, from this point by Kongkham Leikai upto Kongba River, by Kongba river (down stream) upto Porompat second road upto Ayangpalli road meets Singjamei road.
From the south this zone is bounded by Kongba Singjamei road upto NH-39 by NH-39 upto traffic point near Chinga hillock, from traffic point by Manipur college road up to Pishum bridge, by Nanbul river (up stream) to Khagempalli road and Imphal-Mayang Imphal junction, from this junction by Khagempalli road upto Kwakeithel Bazar, from Kwakeithel Bazar by Sayang road up to Tera bazar by Sayang road upto to Tera Bazar from Tera bazar by NH-53 upto MNITRON road, from this point by MANITRON road up to new Naoremthong bridge, by Nambul river (up stream) up to foot hills of Langol range at Iroishemba.
On the western side the zone is bounded from Iroishemba by the ridge of Langol hill range up to the western end of Northern boundary.
