The Assam Govt’s lack of sincerity in initiating a proper political process that would usher in peace in the region is to be
blamed for the present NC Hills and Cachar problem. The absence of a central government representative in the fact finding committee
as well as the illogical presence of a seasoned Dimasa politician who is behind the Dimasa political movement has mislead the
very purpose of the fact finding committee.
That the Dimasa radicals and the DHD terrorist are hell bent on continuing with their policy of ethnic cleansing is given
ample prove with the kiliing of Hmar youth Mr Hauhnar hardly had the dust of the presence of the fact finding committee settled.
The hue and cry that has been raised by the Dimasa organizations about the Hmars breaking the truce does not hold water with
the DHD striking the first blow.
The Tarun Gogoi government’s approach to the NC Hills problem is that of a law and order problem that can be solved
by rendering ineffective the Hmar civilians protecting their homes in the name of flushing out militants. This approach
supports the ethnic cleansing policy of the Dimasa radicals and their instrument, the DHD to continue their aggressions as
soon as the Hmar civilians protecting their homes and lives are rendered ineffective by the Police. If the government’s sole
objective is to make the Hmars helpless victims of the Dimasa radicals’ policy and the DHD’s aggression, can it not be
concluded that a sinister design is within the government machinery that threatens the very existence of the Hmars??
In May 2000,The ASDC,NC Hills District Committee and the DSU(Dimasa Students’ Union) had declared in a white paper on insurgency
in NC Hills that the congress (I) has been sponsoring insurgency activities in the Hill District .Mr GC Langthasa, minister of
state at that time had raised the demand for Dimaraji at Harangajao in 1993.G C Langthasa and other Dimasa radicals also floated
the All Dimasa Students Union and the Dimaraji Revival Demand Committee. This was done to effect a rift among the people of NC Hills.
The Dimasa National Security Force was also floated at that time to squash all oppositions.Later the DNSF became the DHD.

CG Langthasa is therefore behind the demand that the DHD have raised and it is clear that he and the other radical Dimasa
politicians are using the DHD to further their vision of making NC Hills their own at the expense of other minority tribes.
The atrocities upon the Hmars who are looked upon as a vulnerable first target in their policy of cleansing NC Hills of other tribes
and communities started from 1998 and within a decade a number of Hmar civilians were murdered brutally by the radical Dimasas.
With the DHD coming to the forefront the atrocities increased in magnitude until the Hmars were threatened into leaving their
homes in March,2003 by DHD terrorist
The hue and cry that the ASDU have raised about the Hmars making the first strike by abducting DHD cadres is another ploy of
the Dimasa radicals to hide their real motives behind a shield of allegations. That the NSCN(IM) had made a clarification endorsed
by top army officials that the abduction was their action had been made public in a number of papers. The Dimasa radicals would,
rather than owe up to the NSCN(IM),fall upon the vulnerable Hmars in accordance with their policy of striking at a soft target first
New allegations such as the Hmars intending to locate the future displaced Hmars from the Tipaimukh Dam are too preposterous
to even seriously consider.
It is crystal clear now that to assure the survival of the Hmars a separate administrative unit has to be set up for them.
Domination of radical Dimasa politicians would only mean the end of the Hmars in NC Hills and Cachar. In a Dimaraji the
Dimasas alone would call the shots and innocent minority groups would be at the receiving end of their ethnic cleansing policy.
Will the central government wake up??.
