Why & how Manipur is poor & backward? — Introduction — Part 1 |

Human civilization had been started since the time immemorial with three basic necessities i.e. food, water, fire (energy) which are very much associated & incorporated with human life. Here history speaks louder than words. ‘A good civilization’ is the mother of any developed nation/state. It is directly proportional to ‘time’ and the ‘development or developed’ is directly proportional to ‘a good civilisation’ in some way or the other. Every state/society/community, the whole World in general & India in particular, has its own history of civilization or link/related to some civilizations in some way or the other. It is known & believed that any nation/state will be developed/rich only when there are plenty of treasures (in short income/money), resources, good infrastructures, manpower, technology etc. And it is generally believed that money can create ‘good infrastructures, technology’ etc. Similarly, our (Manipur) civilization has been in a long way to reach the present stage of lifestyle through various phases of social pros & cons and developments. I think it is high time to review how far we have come forward with the sense of good civilisation towards the 21st+ century. And the present socio-economic situation in Manipur is the true image of our financial problems. Normally it is not aware that how much money goes out of Manipur every day/month or every year. At present, Manipur, land locked and industry-less, has no viable economy. As a special category state, it receives 80-90% of its budget from Central Govt. in many ways, as grants, loans, etc. With an annual budget of about Rs.950 crores, Manipur supports roughly 80,000 inefficient employees who eat up about Rs.700 crores of the state budget. Frequently, it is not even enough to maintain the rusty & slow machine (Society). Think what money is left for development? Very little. Instead of downsizing such economic quagmire, the Government borrows money from RBI to feed it.
